SENATE CONCURRENT RESOLUTION NO. 17 BY THE                                                          
SENATE RESOURCES COMMITTEE,                                                                         
                                                                                                    
          Suspending Rules 24(c), 35, 41(b), and 42(e),                                             
          Uniform Rules of the Alaska State Legislature,                                            
          concerning House Bill No. 236, relating to the                                            
          contracting and financing authority of the Alaska                                         
          Industrial Development and Export Authority, and                                          
          authorizing the authority to issue bonds in a principal                                   
          amount not to exceed $76,000,000 to finance the                                           
          acquisition, design, construction, inventory, and                                         
          operation of natural gas, propane air, or manufactured
